Reason for application: 

there are too many sergals on the moderation team and we need an affirmative action program to get more birds on it.

Well, I wont lie, I haven't been here long however I find this to be probably one of the most quasi-stable community of memes I've come across in my 11 years of spacemanning. My main reason for submitting this application is because I have a wealth of administration and moderation experience in both previous SS13 servers and non-ss13 related communities (having successfully co-ran an RP community for well around 7 years). I highly enjoy the privilege of being able to assist, mentor and help people along. 
I feel my attitude towards moderative/administrative issues to be quite liberal as I am a laid back person, I am highly analytical and have always relied on reasoning and common sense to get me through duties that have been my responsibility in the past. 

I enjoy playing on the RP server and I wish to provide my assistance to a server that I have thoroughly loved playing on since I joined. 

For the questions:

1. How would you engage with two players having an out of character altercation?

If two people are having an OOC headbutt, then I would appeal to to their common sense to be better people, immediately failing that it would appropriate to ask them to take their altercation to private messages, if this doesnt work then appropriate escalation of the issue to higher authorities and 

2. What should an admin do if they're involved in a situation that needs admin intervention?

Remove themselves from the problem and summon a third party for assistance in handling the situation, the drama of bias accusations can cause extreme disruption among players. 

3. How should an admin determine in what way to punish someone who breaks the rules?

A punishment should be carried out ideally as a last resort, however consideration for severity, situation, intent and the logs should be a priority when determining punitive measures whilst investigating an issue. 

4. Under what conditions should an admin de-admin themselves while playing?

Whilst playing roleplay intensive positions that require their attention, staff are bound by a higher standard that players and going afk for long periods in essential roles would be unfair on people that could be playing them. If significant enough attention is required they should remove themselves from the round. 

5. What is expected of an admin on Citadel?

The point of staff on servers is to ensure that everyone playing on it is able to have fun in their own way without being disruptive to others to the best of their ability, whether this be OOC or IC interactions within the community.

No. Flat out no. With how often you go off the rails in regards to killing people, I will not approve.

Actually, I think they could be given a shot.
The answers are decent, though, we should get around to changing the questions to ones that have more possible answers.
In my eyes, the player is a decent RPer with a decent attitude, who's also active on the server.
